The word “tapas” comes from “tapa” which is usually a cover for a pot or similar food container.
The story goes that drinks would be protected from flies by covering the glass or mug. A snack large enough to cover the drink would have the double benefit of providing a snack while drinking. Given that the drink would be finished before the snack became too small for cover.
Nowadays the tapas are usually too small to sit on top of a glass, but do a nice job of covering the table … for as long as they last.
